Early retirement for early starters - A well targeted policy for people with high job demand?

Despite growing demographic pressures a reform in Germany has lowered the full retirement age (FRA) for early starters. This paper analyze whether the reform was well targeted. Specifically, they study if the early retirement scheme benefits workers with high job strain or if workers with better jobs and the potential to increase employment are the main beneficiaries of this pathway.

Observed increases in retirement age are generally attributed to policies to extend working lives (PEW). In a quasi-experimental design we examine to what extent increases in employment of older workers can be attributed to secular changes in individual characteristics as opposed to PEW. We compare two countries: one with clear PEW (the Netherlands) and one without PEW (Norway).

29. oktober kommer Norsk seniorpolitisk barometer med årets tall for hvordan det står til i arbeidslivet. I år er det lederne som svarer om sine erfaringer og holdninger. I tillegg presenteres ferske forskningsresultater om hvordan norske virksomheter håndterer seniorene i ulike omstillingssituasjoner, og hvilke strategier og tiltak som vurderes ved behov for nedbemanning, rekruttering og kompetanseendring.

This study investigates how policies shape retirement and labour market participation of older workers and thus help extending working lives. It employs a time‐series–cross‐section analysis of the effects of macro‐level institutional pull, push and retention factors on effective retirement age and employment rate of older workers in 15 OECD countries from 1992 to 2010.
